What’s Happening:

Proposed Amenity Cost Charges Bylaw Amendment - Have Your Say

The City is proposing amendments to the Amenity Cost Charges Bylaw to exempt developments that had approved rezoning but were not fully built before the Amenity Cost Charges Bylaw was adopted on Oct. 2, 2025.

The bylaw requires new developments to pay a fee towards future community amenities including indoor community spaces, street parks and plazas.

The fees help support future growth by ensuring community amenities keep up with a growing population and align with larger policy updates in the recently adopted Official Community Plan.

The amendment keeps the intent of the current bylaw while ensuring exemptions for situations not addressed by provincial legislation. The minor amendment would affect a small number of already approved developments.

Employment Land Initiatives

To continue to align policy and regulations with OCP goals, the City is updating zoning, creating a revitalization tax exemption program to support economic revitalization through hotel development and creating a new permitting process for special events on private property.

The goal is to support the growth of employment spaces, increase cultural activity and better enable development of hotels and other job-creating spaces in Victoria.

How We Got Here: Official Community Plan Adopted

On October 2, 2025 Council adopted a new Official Community Plan: Victoria 2050 after a two year planning process, including a public hearing. To learn more about the OCP update process visit victoria.ca/ocpupdate.
